Misuse of Confidential Informants: Rachel Morningstar Hoffman's Story

In exploring the meaning of Rachel’s name, I discovered it signifies “ewe”—a symbol of gentleness, purity, and nurturing. These qualities reflected who Rachel was and the light she brought into the lives of others.
Six weeks after Rachel’s murder, I experienced a moment that would forever shape the purpose of this mission. As I left a routine appointment, I looked to the sky and saw a vivid, complete double rainbow—bright, unmistakable, and lasting for nearly an hour. At that same time, this extraordinary sight was witnessed by several people deeply connected to Rachel’s life.
In that moment, the symbolism became clear: a powerful reminder of Rachel’s spirit—her light enduring beyond tragedy, illuminating a path forward. From this experience came a realization: Rachel’s story must not end in loss alone.
Her life, and the circumstances surrounding her death, carry an urgent lesson. It calls for greater accountability, stronger protection, and clearer guidance for law enforcement in the use of confidential informants.
These efforts must go beyond Rachel’s Law, which was passed in Florida in May 2009.
This mission exists to ensure that Rachel’s legacy lives on through meaningful change. It is a commitment to education and legal reforms so that no other family endures a similar loss.
My vision is for Rachel’s light to continue to guide this work. Through awareness, advocacy, and action, her story will help create a safer future.
